The Tour de France stage winner, who narrowly missed out on the award last year, was chosen by a panel comprising top African riders, coaches, event organisers and specialist journalists.
“I am thrilled to finally have won the award for Best African Rider. It is nice to be honoured in this way after a successful season,” said Impey.
“There are many African riders succeeding and doing so well across the board, and hopefully I can continue to inspire many more.
“This trophy is not only about results, but making an impact for cycling in Africa.
“I am glad they have chosen me and feel that I have lifted cycling in Africa or given hope to more aspiring cyclists from our continent,” said the Tour Down Under winner.
Fellow countryman Gustav Basson placed 11th in the rankings.
