Simon Clarke (EF Pro Cycling) crossed the line 40 seconds later, with Lilian Calmejane (Total Direct Energie) finishing third.
Quintana is also the overall leader, with Michael Storer (Team Sunweb) second and Simon Clarke (EF Pro Cycling) third.
