Flórez, who rides for Androni Giocattoli-Sidermec, completed the 169.5km stage, which took place in Alto Colorado, in 4:36:23.
Coming in second was Spain’s Óscar Sevilla (Medellin), followed by America’s Brandon McNulty (UAE-Team Emirates).
Remco Evenpoel (Deceuninck-Quick-Step) retains the overall lead with Filippo Ganna (Italy) and Óscar Sevilla retaining their second and third positions.
