Shortt finished the 164km stage ahead of Louis Visser and Chris Jooste
Marie de Kock claimed her fourth consecutive stage victory, followed by Lucy James and Parys Edwards in second and third respectively.
Bizaye Redae was the winner for the junior men, while Travis Stedman finished second and Eric Kros third.
