The Austrian, who rides for NTT Pro Cycling, beat Greg van Avermaet (CCC Team) by a second in the 46.2km stage.
Matthieu van der Poel (Alpecin-Fenix) crossed the line in third.
Stage three will cover 72.9km and will take place on the Watopia course.
