The Dutchman, who rides for Jumbo-Visma, finished the 200.3km race from Brugge ahead of Columbian Fernando Gaviria (UAE Team Emirates) and Italian Elia Viviani (Deceuninck-QuickStep).
With 9km to the finish a breakaway was caught by the main peloton, which comprised just over 40 riders.
Riders from Sky lead out the sprint at less than 1km to go.
It seemed as if Viviani would take the win after he got a good lead out by teammate Michael Mørkøv but Groenewegen’s speed carried him to victory.
